l ntroduct ory Comments by Mr. Guffey Hello. I am Roger Guffey, t he president of the Federal Reserve Bank of Kansas Ci ty. I want to welcome all of you t o Kansas City for our nint h symposi um on a major public poli cy i ssue. The sUbject of this symposium is "Competing in t he World • Marketplace: The .C. hallenge for American Agriculture." This t opic lies at the very core of many farm proolems. In the 1970s, booming f arm exports broug.t farm prosperity. But i n tne 19805, stagnant worl d food de and and int ense export competition have led to great financi al stress for f-a rmers , l enders, and ... - agribusiness. Thus, American agriculture is adjusting t o a new market real i t y. And the i nt ernational dimension is key t o that adj ustment . How can U.S. agricul ture bett er compete in today's world - food market? That i s t he chall enge t hat lies before the i ndustry, and it is our chal lenge for t he next day or so. A distinguished set of speakers nave assembled here t o t aKe up the challenge. I hope you find our sessions stimulating and product ive, and I hope you will f i nd time to enjoy our world championship af ter the cit~ sessions. To lead off our program today, how appropriate it is to present a man whose own r oots are in f arming and whose expertise in agricul ture has been acknowl edged by his constituents and others across the nat ion duri ng his career in public se rvice. John Carl i n, t he 40th Governor of Kansas, i s a native Kansan who was ra ised on a dairy farm near -S-m olan, i n the central part of the state. He received a bachelor of dairy science degree with honors from Kansas State University in 1962 . • Prior to his election as Gover nor in 1978, Mr . Carlin served eight years in t he Kansas House of Representatives. He was minori ty l eader of the House and Speaker of t he House. As both legislator and governor, his i nterests have been agriculture, education, t he environment , and economic development. -=' _____________ c~ Governor Carl in i s immediate past chairman of the N2-tional-~ J =u;;1 en,~~ Governors' Association and is currently a member of N([A ~ executive committee.
